Problem P2 is with the primaries in the hands of big banks and the secondaries in the hands of development sharks, with absolutly no controls and oversight, there's much more money to be made gouging airport users by building car parks or appropriating airport land for inappropriate or sometimes downright unsafe industrial development, than providing aviation infrastructure.
