White Paper? - curious (and bored rigid) it seemed like a good opportunity to get a handle on some of the 'terms' we hear used within the government lexicon which have definition and 'rules' attached. I found this link - HERE - almost helpful. 'White Paper' and the latitude the thing provides - either way - (weal or woe) is remarkable.

Exactly - The last use of the soft white paper approach provided much latitude, which was used to promote large portions of the current 'mess' which industry is forced to abide by - or else
But, the 202/20 cannot be 'swept up and filed'; it is in the public view. Pity the media and the odd politician cannot see the broader implications and potential in that publication and pick up on some of the evidence which defines why Australian aviation is the butt of international hilarity and sympathy. -

In Australia, at the federal government level, the release of what are generally called policy discussion papers or policy consultation papers (rather than green papers) is less common.
