Just thinking out loud.....
I was reading a thread about DV, and the family court system - those who have had anything to do with the family court will know how broken the system is - and one of the things that came up was how the law reform commission works. One of the posters had emailed them about changing the family court system, and got a reply from them. In a nutshell, they can't change the law unless the governmet tells them to, and it was suggested that letters to the Governer General would be more effective.
So I'm wondering if a similar thing would be possible with aviation..
