The "implied" tactics reminds me of what happened to some of the victims and relatives of the Granville Rail Disaster, the Bold Street Bridge Crash. Anyone in Sydney of teenage or greater at the time will never forget it. They made a movie about it - "The Day of the Roses". The movie did make a point of showing the "tactics". It was horrific, for all concerned, especially the emergency services people. A mate of mine back then ended up dating a girl a few years later who was a nurse on scene. She did not talk about it much.
