CASA proposing new Business and Owner Transport classifications

Seeking to address the issue of some business-related flights being classified as Air Transport operations because they involve an element of hire or reward, CASA are proposing to introduce 2 new operational classifications:

• business transport, and
  
• owner transport.
  

Under this scheme, business transport and owner transport would become Private operations and would not require a Part 119 AOC.
Are CASA finally listening to industry?
