Reading the through the CASA blurb, one could be forgiven for assuming that regulators, industry and makers, world wide, were 'surprised' and the FAA had dropped an unexpected bombshell. But it ain't so, is it? MOSAIC has been coming for quite a while now and is definitely no bombshell. Outfits like AMROBA have kept abreast of the process and been anticipating how the the crippled Australian 'system' will need to be modified to adopt the new benefits provided.

When one 'runs' a flight operation and 'new' legislation is in the wind, it is good practice to get ahead of the game and consider how the anticipated 'new' stuff will affect operations and review company documents to accommodate the expected changes, particularly in relation to 'liability' for compliance and 'approvals' related to operations. Last minute rushed changes can often open the door to the unexpected.
Not so with CASA; read the blurb above (carefully); are these the words of a plugged in, ahead of the game outfit? Nosirreee. Despite the 'history' of MOSAIC and the alleged 'close monitoring' there is no mention of the backroom work done in anticipation of the changes, nor any clear indication that the 'new' rules can be quickly and seamlessly brought 'on line'. Once again, the world 'rocks-on' while CASA basks in the comfort of 'make work' complications, avoiding ICAO compliance and re-inventing the wheel.
