If there is a new Minister then, by convention, every document, not already public, relating to the Ministers deliberations and actions is swept up filed and placed in confidential storage for thirty years. The new Minister starts with an empty desk.
Even with the best will in the world and a desire for reform, t will take a new Minister a year to get acclimatized to her portfolio. Another year to cut through the BS "White papers" and reform options, helpfully provided by CASA and her Department ... and that leaves another year before another election!
You have to respect CASA Management; the system they have created is as impenetrable as a Swiss Bank and about as open to reform as Stonehenge.
