Going through 'the hoops' of VFR to CPL and first multi engine (PA 30) was a breeze; thanks to the good and (historically) exceptional training  gifted and, in 'suitable' weather the young 'K' could afford the occasional 'attaboy' for a job done to 'standard'. Of course VFR was OK; but to earn ones keep, an instrument rating was 'de rigueur'. So, the Penny's were found and 'training' began. Luck; pure blind good fortune placed me in the hands of a man who 'knew' what IFR really was. Never was he one for 'forms' or 'systematic' clap-trap; he simply, borderline brutally, ensured that almost any maneuver could be performed; no matter what was occurring, be performed, without hesitation; damage to engine or airframe and to the unfortunates 'in-the-back'. It was 'tough love' and I have thanked the Gods many times over for his 'attention' to my many failing; and, importantly, for the 'gift' of being able to 'understand' the messages delivered from engine, airframe and instruments as a holistic picture. For example; three engines chocked with ice, inside 30 seconds +3” of clear ice, 1000 below LSALT @ Wee Jasper; or, a cylinder through the windscreen 'surveying' a monster thunderstorm at 20 odd thousand and an OEI approach to 'minima' to follow. There are more examples; double engine fail at F170 @ 0100 alongside the Diamndtina – SY to DN. The list goes on; the point is. that despite 'the stuff' which 'ticks-the-boxes' one simply does not know what one does not know. Experience teaches the rest (Murphy assisted).</span></span><br />

Our GPS took us 'eerily' to the exact smoke darkened place. Yet, this was an experienced, fully qualified professional in command of the accident flight, 'in weather'. But there was evidence of tragedy, as stark and clear as if it happened 'yesterday'. Aye; a CFIT: - another one.!</span></span><br />

IF (big one) a competent, highly qualified, current, fit professional can be deceived by weather, mission and instrumentation, then what chance a new chum, on a VFR ticket surviving? My bets book would love to take your bet. This current 'laissez-faire' - 'no responsibility' approach from CASA is creating a false sense of 'security' (for wont of better) within the ranks of the 'private' operational set. Or; the blind leading the blind, if you prefer. I see this – developing across this planet; clever, experienced, highly qualified pilots have been brought to grief due to nature, terrain and bloody awful weather. Why? Oh, please tell me why a Mutt with minimum training and experience can believe that 'they' will win through; every time they declare war on Murphy, the Gods of weather and those who's sage advice is consigned to 'history' and deemed 'not applicable' to them?  It simply beggars belief. The most consistent event which claims lives (many) is simply left to the discretion of those with NFI and with zero accountability/ responsibility for the 'happening'. Always the 'blame' resides with the deceived. Oh!  BOLLOCKS (in Spades, redoubled).</span></span><br />

I chat with P9 regularly and I hear his frustrations loud and clear, that is why I am starting this thread in the hope to open up the conversation on how the flight training standards in Australia can hopefully get back to basics, because clearly they have drifted to beyond just complacency to a world of ignorance and blind bravado/Darwin award candidates, in the GA and in particular some of the RAA ranks of private pilot trainees and PPL licence holders (plus maybe, God help us, in the commercial pilot fraternity) .  <br />

To begin can we possibly put this drift to a point in time? <br />

Perhaps more so for the professional pilots but IMO very much related to the current flight training paradox, from Google AI : <br />

Ever wonder why. If you ask around, you will receive many different answers, but only those involved in providing that transport know how much work and money and research and training (blood, sweat and tears) has gone into providing that singular service safe result. The real answer is in one word 'Reliability'.  <br />

Mostly, the focus is on 'matters aeronautical' Canberra style, however as all methods of publicly available transport systems are all basically similar (in essence) almost any form of 'transport' event catches the attention; trucks, trains, boats and planes. Why, Well there is almost always a 'lesson' to be learned from every transport accident; and IMO they are, in principal at least, transportable. Human and system failures which lead to headlines. <br />

When the return of that 'investigation' is serious; often some form of 'inquiry' is opened; and, that is when the 'fun' starts. The 'circuit breakers' are the first called in; they serve to protect the next level up the sheltered ladder of responsibility and are utterly disposable. If the powers that be persist with inquiry, the next layer in the protection racket is wheeled in and the dissembling and obfuscation begins in earnest – for they protect the ministerial appointment holders. They are wonderfully entertaining, masters of the  no accountability game; and, serve the 'system' very well and rewarded in kind. Which keeps everybody happy, except for the public who have forgotten and those left behind to wonder. Every aviation inquiry has, more or less, finished in the same manner, an instantly forgettable report which resolves very little. The top shelf defenders have learned where they are vulnerable to any hint of 'responsibility' and take the steps necessary to cover the gap. Bigger budget to generate more complex rules which relocate 'blame' and additional 'responsibility' to those outside the 'agency' while ensuring that in no way can 'they' ever be accountable or responsible. Its a game, played publicly, in the open and available on any Senate estimates 'you tube' session you care to sit through.<br />

One of our crew stumbled on an Estimates session from the NSW division – related to the Sydney Harbour ferry system. Ships at sea and the men who manage the business are very closely related to those who manage aircraft. The parallels easily drawn; the legal responsibilities on par as are the penalties for any mismanagement. Two ships collide – the Masters are the people in the dock. However; the Skippers of ferries seem to have a problem that no aircraft pilot would tolerate. Should an aircraft have any form of 'control' problem (airborne or on the deck) there are back up systems and/ or alternate methods which may be used to ensure a safe return to land. Once on the ground, that aircraft would not move out of maintenance until the 'problem' had be 'properly' resolved; and, a report made; and, that report made available to the world wide fleet if the 'problem' was deemed systematic. But, it goes a little further; the aircraft would be 'Returned to Service' with a 'signature' of the person ultimately carrying the legally enforceable responsibility for the RTS. All documented and legally binding. The pilot scheduled to operate the aircraft signs a 'maintenance release' (again legally binding) fully aware of the repairs. It is an almost fool-proof system, with clearly defined lines of 'responsibility and accountability' all the way back to the CEO - ultimately. <br />

Recently in the news (courtesy Matt O'Sullivan) the plight of the Masters of the Sydney ferry system has been brought to the attention of the public. Aunt Pru took an interest and we were off to the races. The first item of real interest was the closely guarded secret of just how many abnormal 'steering' events have actually occurred. (Give any pilot the screaming me-mi's). Once,  in any aircraft, would be enough. But not for the NSW government contractors; multiple loss of control events, the Masters (and the media) have forced the matter to the government attention - for action. We thought the antics of the aviation bureaucrats at Senate estimates were worthy of attention; but the NSW tribe beat the band, hands down. Below is a 'you tube' recording of the NSW estimates session. Click on at the <span style="font-weight: bold;" class="mycode_b">1 hour 56 second</span> mark and watch carefully. These guys make the Canberra lot look like honest upright citizens; boy, they're good. The NSW state government seem to have several 'real' matters of transport safety to deal with. There are rumbles from within the Unions of those who actually operate the state's transport network. Trains and busses all with 'safety' matters which, (pardon the expression) should a wheel come off can only lead to more expense and embarrassment associated with 'accident', particularly if people are harmed or killed. But the one, easily definable 'safety issue' matter is a stand out example; that of the ferries which operate on Sydney harbour. Multiple steering failures; rumours of dodgy welding: AMSA getting involved, then not. Big bucks at stake if OTSI join hands with ATSB (etc.) – and yet the resident evil within the steering system of these large, high speed, passenger carrying vessels cannot be sheeted home and guaranteed, certified as rectified. What is it now 10, 15 – 20? incidents of failure; yet revenue and political denial of responsibility or accountability shy away from responsibility or accountability - eschewing centre stage (in Spades).<br />

So, a new forum has been demanded by the BRB; one open to all 'drivers' of machinery which carries the fare paying public. Imagine a bus with a steering problem; causing an accident making headlines for more than a day - unlikely. Then imagine that 10 steering failure related accidents occurring in a short space of time – what then? Aye; you imagine correctly. Bus carries what, 50 people; a ferry can carry 400 – and has a track record of provable 'steering failures'. Think on..Someone has to make certain that the basic of safety – reliability – is maintained. Just don't look to the political system support crowd to accept responsibility, be accountable or, better yet,  get the problem sorted.<br />

Ramble over; but at the end of the shift, after the accident, when the knives come out, someone has to pay the freight. Last man standing is the driver, easy target, far removed from the machinations of 'deals' -  'contracts' and the zero responsibility/ accountability of the administration.<br />

Even so, there is a rump parked in the big chair, and you never know – some small progress may be made – in our life time; once the work plans are eventually complete and the platitudes are sent out. Not much chance of Albo dropping the fuel levy he imposed to bail CASA out of the ICAO puddle though; 89 million was all he wanted; then the tax would be lifted. Perhaps La King can make some polite inquiry as to why the tax has never been lifted and what the Hell CASA did/do with 89 millions. Me, myself and I would most certainly like to know.</span></span><br />

This one is not off to an auspicious beginning; there are blots on the first page. <br />

No one likes to be patronised or fed platitudes; we cannot, not as yet, call Pony-Pooh or Bollocks but already the mood is trending toward that and more. The unfortunate opening address and the latest round of Estimates have gone down like a well trimmed man-hole cover and landed with a loud 'clang' on the stony ground of industry good will toward CASA. That was in short supply before the appointment – in tatters now. Consider:-<br />

Aye: but from which end? Certainly not from the coal face. What can possibly be learned in the sheltered, cloistered world of secure employment, comfortable surrounds, working with like minded people and all the time in the world to arrive at a politically acceptable decision, on behalf of someone else – and no can to carry when it all turns to worms. Want a 'depth' of knowledge? Fine, take the family mortgage and bet it on gaining an AOC. Write your own manuals and travel the long weary road of gaining approvals; then set about building a business and earning a honest crust from a flight school, or charter outfit or even a third tier regular service. Try that for a couple of years; then perhaps the claim of to 'know' the industry problems will gain some credibility. <br />

Oh! well then; that's just Fine and Dandy. Now, having said that, it will OK to retire behind the barricades and work closely with those who created the 'problems' and enforce the rules as they interpolate those to suit their own 'vision' or personal agenda. <br />

We will set aside the bollocks which flows from the "Over the last" &amp; etc. rubbish. All this 'heartening' collaboration, engagement and 'respect' dribble has all been said before; indeed they are now words to ignite resentment and fury – so often trotted out – placebos and patronising twaddle, used to sooth the politicians. <br />
<br />
The last paragraph of the Spence platitude raised an urgent call for the bucket. It simply and honestly sends the wrong message. Industry's problems begin and end deep within the bowels of CASA; look to the where the rot lays and cure that; the rest will come to hand as a direct result of that. Anything else is demeaning platitude and a modified version of the same old song. This one is not off to an auspicious beginning; there are blots on the first page. <br />

No one likes to be patronised or fed platitudes; we cannot, not as yet, call Pony-Pooh or Bollocks but already the mood is trending toward that and more. The unfortunate opening address and the latest round of Estimates have gone down like a well trimmed man-hole cover and landed with a loud 'clang' on the stony ground of industry good will toward CASA. That was in short supply before the appointment – in tatters now. Consider:-<br />

<span style="font-weight: bold;" class="mycode_b"><span style="color: #00369B;" class="mycode_color">“I do not pretend to know everything about aviation and aviation safety, but I do bring a depth of knowledge and experience to my job.”</span></span><br />

Aye: but from which end? Certainly not from the coal face. What can possibly be learned in the sheltered, cloistered world of secure employment, comfortable surrounds, working with like minded people and all the time in the world to arrive at a politically acceptable decision, on behalf of someone else – and no can to carry when it all turns to worms. Want a 'depth' of knowledge? Fine, take the family mortgage and bet it on gaining an AOC. Write your own manuals and travel the long weary road of gaining approvals; then set about building a business and earning a honest crust from a flight school, or charter outfit or even a third tier regular service. Try that for a couple of years; then perhaps the claim of to 'know' the industry problems will gain some credibility. <br />

The big end of the media, like the Australian with a few outstanding examples (Higgins for one) for some strange reason seem too afraid to address the serious difficulties aviation in Australia faces. It is very much in the public’s interest to know how their tax dollars are used to ensure ‘safety’ and promote the myths. Half baked, candy coated stories spun from the dross of press release, hidden behind a paywall fail to impress. There are some seriously ‘rock you’ tales out there – but they fail to get beyond the latest CASA PR blurb. Australian Flying Magazine does. <br />

Of particular note is the support the ‘Last Minute Hitch’ receives from his masters; who must tread a fine line. Hitch is mostly ‘balanced’, proactive and tries hard to be clear sighted. Well done that man; which earns a Tim Tam. But the gold star has been awarded for a less obvious reason. His ceaseless efforts to ‘unite’ the diverse, awkward, often contradictory opinions of the various alphabet soup groups into a cohesive, unilateral declaration how to resolve the crisis Sport and Reactional flying finds itself in. For example the pointless RAOz and AOPA wrangle: there must be common ground enough to present a united approach to situation – Hitch at least tries to find that small plot of ground.<br />

The subscription to Oz Flying is a modest one; in Aunt Pru’s opinion, the expense is well justified, just for a good read - if nothing else. <br />

It seems only fair and reasonable that our latest ‘minister’ have his very own thread; Truss had one as did that Chester fellah. The consensus is we have all seen and heard enough from and about the current incumbent to warrant the effort. <br />

Have to agree; Darren 7G landed in the flames at Tamworth and never really recovered any credibility whatsoever. Many believe he was poorly advised throughout his happily short career as the man responsible for matters aeronautical. Chester, like Truss had the opportunity to star and become a legend in aviation circles. Yet he managed to not only avoid using the first class, free advice on how to do this, but preferred to opt for advice which only assisted the advisor to progress -  at Chester’s expense; but, Chester then managed to piss off the entire aviation community – well, those outside of the Canberra parasites who feed off it. <br />

Do you spot a trend developing; the real world facing up to the realities of ‘drone’ operation. The pilots, lawyers, licenced RPA operators, eyes wide open, considering the realities and risks associated with ‘drone operations’. Intelligently, rationally; and, more importantly, responsibly seeking to find a balance and system to address the ‘problems’; seen and undiscovered.<br />

The stark contrasts between the smug, dismissive, ignorant, unimaginative CASA approach is self evident; what is not perhaps so immediately apparent is the arrogance. The submissions to the Senate inquiry have all sought to offer remedy and detailed examination of the potential dangers, operationally, commercially and legally. Not all of these matters lay within the ambit of the CASA remit, however, once a drone is ‘off the reservation’ and airborne it enters the world of not only a highly regulated ‘airspace’ but a highly regulated public domain. Hells bells, you cannot even allow the dog off a leash without breaking a rule, skateboards are banned in certain places; FDS even the poor homeless are not allowed to sully certain areas. But some idiot wanting to make ‘the’ greatest you-tube video; or, a thief checking to make sure no ones home; or a perv watching the children playing can purchase a camera drone and with complete anonymity do whatever pleases them best, without challenge or recourse. This before we even consider the dangers to helicopters operating over city streets, cars and heavy vehicles on the highways or even risks of collision between drones and the debris creating personal or property damage.<br />
 <br />
Well, CASA may not have the wit or imagination to see the problems, but our Senators do, the professional pilot bodies, the legal eagles do and, with any sort of luck – the general public do. That leaves the sad sack minister, his DoIT and CASA minions working out to avoid any and all responsibility, while watching the rest do their job for them. <br />
 <br />
CASA clearly expressed their risk management strategy; “a drone hitting the engine of a jet is not catastrophic mate; anyway it will go down the by-pass”. The face of Shameless O’Carmody is worth watching as his ‘expert’ makes those remarks – smug, self satisfied and completely at ease with the display. A classic example of why industry has had a guts full of CASA, the CEO and the minister who failed to appoint the right man.<br />

There are no holes in ‘drone’ defence – but the Pel-Air dyke is seriously breached. I digress, but really look forward to reading the CASA response to Pel-Air. <br />

Aye well; they’ve wriggled off some bigger hooks in the past; and, after a drone has failed to oblige and disappear down a by-pass and cost just a little more than a few million in repair bills; maybe then we will get some sense out of ‘em. But I ain’t holding my breath; not so long as the McConvict signature is enshrined of the Enforcement manual foreword; until that is addressed the attitude of our aviation ‘regulator’ will never change.<br />

Opening gambit from News.com.au, confirmed that my suspicion the quoted cost of Sydney's new western airport appeared just a tad overinflated.<br />

Mr Wagner and his brothers were behind the Brisbane West Wellcamp Airport near Toowoomba that opened late 2014, the first major airport to be built from scratch in Australia since Melbourne's Tullamarine in 1970.<br />
The airport, with its 2.87km runway capable of handling aircraft as big as a Boeing 747, took 19 months and 10 days to build, and cost &#36;200 million.<br />
Mr Wagner says he could build Sydney's Badgerys Creek airport in three years.<br />
"We just can't see that it would cost that much, and the high-level work that we have internally here would indicate that it shouldn't cost that much," Mr Wagner told ABC on Tuesday.<br />
The federal government last week committed to building the Badgerys Creek airport after Sydney Airport Corporation, which operates the existing Mascot airport, walked away, citing "considerable" risks.<br />
"It is a vitally important project for western Sydney, for Sydney and the nation," Prime Minister Malcolm Turnbull said in a statement.<br />
Earthworks on Sydney's second international airport are due to start next year and is likely to be operational by late-2026.<br />
Last year Infrastructure Australia costed the first stage of the Badgerys Creek airport at &#36;5 billion.<br />
Further details are to be outlined in Tuesday's federal budget.<br />
